Beijing standard - an example

Qualifiers like 'excellent', 'good', 'moderate', etc, take on different meanings depending on where you are.  Just for an example, take a look at the above chart, comparing the air pollution indexes between Hong Kong and Beijing.  HK's 'HIGH' = BJ's 'GOOD'  HK's 'VERY HIGH' = BJ'S 'SLIGHTLY POLLUTED'.  So misleading!
